Leisure Services Announces James E. Worrall Scholarship Fund Perry Leisure Services announces the establishment of the James E. Worrall Foundation Scholarship Fund to provide a $25 registration fee discount for youth participating in Perry Leisure Services activities. In November 2023, the James E. City leaders and community partners celebrated the grand opening of Pine Needle Park's inclusive playground on November 14! The inclusive playground was made possible through a generous donation by the James E.
